✊ NCSEF Advocacy Campaign

I Survived the War on Drugs. Now I'm Building the Industry.

Millions of Americans bore the weight of prohibition. Their communities were targeted, their futures derailed, their wealth destroyed. This campaign exists to make sure the legal cannabis industry is built by the people it hurt most.

The same communities criminalized for cannabis
deserve to profit from it.

A Movement Born from Injustice

“Between 1971 and 2010, over 40 million cannabis arrests were made in the United States — disproportionately targeting Black and Brown communities at rates up to 3.7× higher than white Americans.”

The War on Drugs didn't just incarcerate people — it stripped wealth from communities, disrupted family structures, and blocked an entire generation from economic opportunity. Now that cannabis is becoming legal and profitable, the industry risks repeating those inequities unless equity is built into its DNA from the start.

"I Survived the War on Drugs" is NCSEF's national awareness and action campaign. It amplifies the voices of those most impacted, educates policymakers and consumers, and channels political will into concrete pathways — licenses, education, capital, and community investment — for those left behind.

The Four Pillars of the Campaign

Our campaign is built on four interconnected demands for justice in the legal cannabis industry.

⚖️

Expungement First

Automatic expungement of cannabis convictions must accompany legalization. People shouldn't carry criminal records for acts now celebrated as commerce.

🏪

License Priority

Social equity licensing programs must be funded, enforced, and free of barriers that effectively exclude the very communities they're meant to serve.

📚

Accessible Education

Cannabis business knowledge must reach communities without financial gatekeeping. Education is the bridge between intention and licensure.

🏘️

Community Reinvestment

A portion of cannabis tax revenue and industry profit must flow back into the communities that bore the greatest cost of prohibition.

Stories of Survival & Strength

These are the real people whose lives were shaped by prohibition — and who are now claiming their place in the legal cannabis industry.

Louisville, KY

"I spent 14 months in jail for a small possession charge at 22. At 41, I'm applying for a cannabis retail license with NCSEF's support. The same state that prosecuted me is now selling what I was arrested for — I deserve a seat at that table."

A. Lewis
West Louisville — Foundation Certificate Graduate
Lexington, KY

"My father went to prison for cannabis when I was nine. Two decades later I'm studying for my Specialist Certificate through NCSEF. This campaign isn't just politics to me — it's my family's story."

T. Robinson
Lexington — Specialist Certificate Student
Jefferson County, KY

"We opened our dispensary in the same neighborhood where we watched police take our neighbors away for cannabis for thirty years. NCSEF helped us navigate every step. Community reinvestment is real — we're proof."
